Proposition to verify

1.  The existing database services can be even more helpful to 3rd world 
    than to advanced countries, because they have less developed conventional
    sources of information.

2.  Nevertheless, they are slower to use them because of:

	a.  Slow propagation of habit.
	b.  Lack of advertisement.
	c.  Cost.
	d.  Weak communication.

3.  The benefit of more intensive use by 3rd world would outweight cost.

4.  There isn't already a programme to advance such use.

5.  C.M. could do such a programme with UNESCO.

6.  Subsidize communication and training.

7.  What about a specialized satellite?  Actually 3.

Would Dialog lend an expert?

1.  What can library project do for 3rd World?
    Can we negotiate subsidized phone rates for access?
    What about subsidized access to certain existing databse of Dialog?
       Ordering service?  Trip for Dialog employees?  Billon?  Who has
       taught in such countries?  Todd S.?
